Earthquakes severely damage construction projects. It is the mainly factor which causes heavy casualties, big economic losses and affects social and economic stability. With the rapid economic development, urbanization and highly wealthy and regional concentration, sudden seismic events are increasingly challenging our public safety. Earthquakes are increasingly threat people's lives and property. They are also deeply Inhibition and influence sustainable development on economic and society.Japan and China have a similar background on seismic activities. The two countries is also belong to the earthquake-prone countries. In front frequent earthquake disasters, Japan has had a painful lesson. However, in these years, Japan continually perfect systematic construction of earthquake disaster prevention and mitigation, especially, Japan accumulates rich experiences and is on the leading in the world in fields of the laws and regulations, aseismic design of constructions, national disaster prevention education and non-engineering earthquake disaster prevention countermeasures.in this case, for China, How to enhance social awareness of earthquake disaster reduction? How to improve the overall defense capability earthquake? How to reduce earthquake damage? How to provide better public services, public safety, protection of coordinated social and economic development? This is becoming a key issue for China. It is also the important basis for our country to carry out earthquake disaster prevention work and actualize performance appraisal on disasters reduction effects.Based on this, comparing the non-engineering earthquake disaster prevention systems between China and Japan, detailed analyses relevant differences and reasons, the paper actively and boldly designed non-engineering earthquake disaster prevention system which is suitable for our country condition.
