Nowadays, there is a great demand of frequency stability meter with high-precious, wide-frequency range,wide-sampling time.The frequency stability meter which is designed based on traditional method can only test the special frequency point and can not satisfy some testing demands. This paper proposes a new constructing plan of frequency stability testing system on the basis of the research on the principle of beat method. The system is mainly consists of a frequency synthesizer , a beat frequency testing module and a mixer.The system utilizes the high stability output signal generated by frequency synthesizer as referential frequency and accomplishes continuously adjustment of the referential frequency and overcomes the the limit of measurement range in the traditional beat method. At the same time, the system takes its advantage of the high resolution.The key realization of the system includes three factors. First is to design and realize a high stability frequency synthesizer. Second is to design and realize a mixed module with low noise. Third is to design and realize a testing module of beat frequency. The paper designs and realizes these parts and obtains the result of each main module and the result of the whole experiment.The system is simple in structure and can be accomplished easily and has a wide range of applications.
