With the rapid development of science, the measurement technology of time and frequency plays an important role at present in physics, communication, aviation, spaceflight, instrument, metrology, national defence and measurement. Based on the deep research of the change law of phase difference between two periodic signals and combined. with the ordinary frequency standards measurement method, this paper introduces a method that can be used in comparing frequency standard. This new method is a high-resolution frequency standard comparasion based on phase comparasion approach,which based on the concept of the greatest common factor frequency and a common frequency source, utilizing phase coincidence detection approach the high-resolution phase comparison between frequency standards can be completed. It increases the precision and eliminates the effect of±1 error. This new method has many advantages today with more and more demand of comparing frequency standard.I completes the design of the digital part of this system by the EDA software QUARTUS II. Because of using programming logic device instead of detached devices, the size of PCB is small and the circuit design is simple, the period of development is short.
