The precision of atomic frequency standard is enhanced all the time, and along with the enhancement, the demand on the comparison resolution of frequency standard is also increasing. It's very necessary to design a corresponding comparison device.Based on the recognition of periodic law of phase variance between two periodic frequencies, on the reference of previous frequency standard comparison methods and the basis of phase-coincidence theory, this paper represents a new double phase-detecting frequency standard comparison method basing on the phase-detection technology. In this paper, phase-coincidence detection theory is dwelled on, and its application in frequency standard comparison system is introduced, feasible project is narrated at the same time.This system uses pulses to fill in the phase difference signal and counts the number of pulses which are filled in. Using the pulses to fill the two phase difference signals at the same time, we get two groups of numbers and its corresponding phase-detection curves. By combining the two curves we can get a very good linear phase-detection curve within a whole cycle, which eliminates dead region and nonlinear phenomena in traditional phase detection curve. It turns out that this system has several merits: a high measuring precision, simple circuit, small volume, high feasibility and etc.
