With economic globalization, the accelerated process of urbanization development, increasing expansion of social productivity and urban population, establishing a scientific, standardized and systematic international urban living environment evaluation system is a inevitable choice to improve the urban living environment, ensure a good quality living environment for meeting the growing requirements of quality of life, and then to realize the internationalization of the living environment, enhance urban living environment on the international or regional appeal. Currently, more and more cities have come up with goals to build an international city, last year; Changsha also did research on development of international strategic, and proposed to create a target of an attractive city with an international living environment. Therefore, this paper is derived from the research.This paper is based on a lot of previous research and relevant information, combine the urban theory and index system of related areas at home and abroad, implement concept of people-oriented and sustainable development, use realistic indicators and directional indicators combined, establish a socio-economic environment, public facilities, two types of society and the international openness and communication as one of the four aspects of urban human settlements international evaluation index system.The innovations of this paper are that it blends urban living environment and urban internationalization theory, comes up with international level of urban living environment, evaluates the urban living environment from an international perspective, builds evaluation index system and evaluation model, application evaluation index and model to analysis and determine the level of international urban human settlements, provides a quantitative assessment of international human settlement standards.
