In recent years, economy is developing rapidly in China, and the demand for energy is increasing largely. But the value of energy consumption for GDP per unit stay high due to neglecting utilization effectively, only persuing the high economy capacity. Now we must save energy and take the energy management's interests in priority.Generally speaking, there are three approaches of energy management in china. Firstly, system-optimizing energy management; secondly, facility-renovation type energy management; thirdly, saving energy management everyday.The energy consumption spending lies on the first place among the government everyday spendings, therefore, it have paid great attention in most government buildings, especially everyday energy saving, but the system-optimizing and the facility-renovation type energy management are less-engaging relatively, air-conditioning water system in the government office buildings which possess the most energy consumption must use energy reasonably. To solve the problems, to strength energy management, to make the energy saving to the most length, are the main aims for energy management in office buildings.Firstly, this thesis analyzed the popular problems of energy management in the government office buildings, from introducing the advantages and the disadvantages of some kind of air-conditioning water systems, and researching the energy consumption situation in it. Emphasizing the better facts of varible-flow water systems in the contemporary social background, and, contending about the varible-flow cooled-water system with micro-pump more suitable to the government office buildings.The outstanding advantage of this water system is that it overcomes the technical difficulty in other varible-flow systems about the water flow lack in the farthest position or the most disadvantage position, The main trait in this pattern of water system is that combined micro-pumps with indoor air-conditioning coil fans together. The first-class pump with frequency conversion equipment is just used for overcoming mainline resistance and the safety of air-conditioning chiller plant. Its control signals gain from the mainline water system or from pressure differentials between the chiller. The more indoor coil fans and micro-pumps switch on, the more system mainline water flow, and the more operating chiller plants; or on the contrary, the less, but now the varible-flow system with micro-pump used less in the real projects due to the expensive micro-pump price. If view it from the far future, should be used extensively.The second part of the article, through actually investigating a government office building, generalizing its main methods and measures for energy saving.
