Because of the special geography and climate characteristics in Jinan, it has different in flood control both at home and abroad, such as Beijing, Shanghai, chongqing, and other cities particularity. In terms of the climate characteristics, jinan warm temperate zone monsoon climate, the summer precipitation concentration, annual rainfall, more than half of the focus on 7,8 two months; In terms of the geographical features, jinan is "meteorological north side slope", and low hills south, there are wide undertake precipitation, in the north, Yellow River levee blocking floods that the only way out of the way, the flood is sand silted up by. So every time heavy rain, the southern mountains of rainfall runoff forming strong along the hill, rushing into downtown, easily happened flooding. In a large collection of river terrain, meteorological and hydrological, basic geographic data etc, and on the basis of theoretical study and numerical simulation by, combines the geographical information technology to build rivers flood evolution model and urban water model. And will model the plan is embedded into flood control generated decision support system, improve the process of flood decision-making command prospective, timeliness and scientific, avoid decision error, improve flood control working ability. Jinan Flood simulation of several typical preplan simulated rainfall intensity, rainfall duration, floods in the surface and the urban district river flow status, including an important sections of flow in river, water change processes and key seeper roads and low-lying areas of flow velocity and flow direction, water depth, etc. Flood simulation plan presented the following forecast and warning information:(1) moat channel sand silted up by the water level, the key section flux variation process, highlighting possible danger of time and location; (2) city future 0.5 hour,1 hour, two hours, five hours,10 hours or longer phase-specific flooded areas and submerged depth, mainly is easy to occur danger of water depth, water section of time. These forecast and warning the result, by urban geographical information as a background, based on the risk profiles, animation, histogram, tables, etc. For display output, visual form of flood control scheme formulated to provide decision-making basis.
