Flood disaster is one of the most important natural disasters in the world nowadays,and researchers all over the world have paid more and more attention to flood control.For a long time in the past,the flood control strategies of the countries in the world mainly depended on flood control works to control the flood,and thus to reduce the flood disaster losses.With the rapid development of society,flood control engineering measures only have been unable to meet the modern requirements of flood control and mitigation.It is necessary to combine flood control engineering measures with non-engineering measures and implement the transition from flood control to flood management.The flood control forecasting plan is an accepted way to realize effective combination of engineering and non-engineering measures,which can maximize the benefits of various measures and provide the basis for the later prevention and control of flood and safety transfer.Thus,this study strives to carry out the flood control forecasting plans.Firstly,the key protection objects of study area are determined by analyzing vast basic data mainly including flood characteristics and flood control status.Then the MIKE21 hydrodynamic model based on the MIKE11 software is successfully constructed and coupled with MIKE FLOOD module,the simulation of flood evolution in different working conditions is worked out and the flood inundation area diagrams are completed.After that,the existing deficiencies in the reservoir scheduling schemes are indicated by re-checking the schemes,and the reservoir flood control forecasting plan is prepared according to the shortages.Finally,according to the flood inundation scope of different working conditions,the corresponding risk transfer road map is drew and the flood control forecasting plan is prepared.The main research content and the results are shown below:(1)Through basic information collecting in watershed(e.g.basin landform,hydrology history,economy,construction of flood control and historical flood data,etc.),the flood characteristics and the present situation of flood control are deeply analyzed,the key protection objects are determined.(2)In this paper,the river reach from Dongfeng Reservoir to Guanjiatun Hydrological Station is taken as the research object,the design flood of different frequencies of each branch of the section is deduced by using the method of inference formula,and the results are tested for rationality,which is then taken as the boundary input condition of the MIKE11 hydrodynamic model.A one-dimensional hydrodynamic model is established based on the data of river network and cross-section files,and then the MIKE21 model is constructed according to the data of interval topography and water-blocking structure,and then the MIKE11 and MIKE21 are coupled by the way of lateral connection with the MIKE FLOOD coupling model.Finally,according to the flood characteristics of Dongfeng Reservoir to Guanjiatun Hydrologic Station,the flood control standard of Dongfeng Reservoir,the relation of reservoir water level and the downstream protection grade,the research conditions are determined,and the flood simulation under different working conditions is carried out.The flood inundation range diagram under various working conditions is obtained.(3)During the preparation of flood control plan,the operation of reservoir should be reviewed.In this paper,SongShu Reservoir and Dongfeng Reservoir are taken as the research objects.The results show that the existing operation schemes can meet the flood control requirements,but because the original operation principle does not have a discriminant index,it is impossible to carry out real-time operation in time.Therefore,it should be perfected.Finally,aiming at the deficiency of flood routing simulation and operation scheme,the corresponding flood control plan is worked out,and the transfer and resettlement route is worked out.
