A Study Of Building Energy Saving Engineering Management And The Information System

The first law concerning building energy efficiency management in China was promulgated in 1986. After twenty years' development, significant progress has been witnessed. However, some shortages are realized still, especially in the management process and method. This paper, on the basis of comparing the management of building energy efficiency in some developed countries and China, design a System Prototype by employing the technique of information management.The United States, Japan and Germany are selected as developed countries in this paper and their channels of building energy efficiency management are analyzed, involving the legislation of laws, economic methods, technique support as well as execution of strategies. An effective management way is then concluded.In the next section, this paper reviews China's relative laws of building energy efficiency management in the last twenty years.Generally, there are mainly four strategies by the government, which are, promulgation of relative laws, economic encourage, technical support and evaluation and execution control by government.In specification, this paper analyzes some units which involves in the management of building energy efficiency directly, such as the design department, execution department, supervision department, etc, and especially, their specific construction to the whole project and the management process are examined, respectively.Based on the above analysis, the author develops a software prototype for the management of building energy efficiency and meanwhile, the basic function of this software prototype is explained in categories in this paper.With the help of this software, all the specific units in the project construction can get fresh and integrated information and thus their working efficiency and execution are promoted. In addition, a new coordinated manage system takes place of the old one, therefore, the limitation of the traditional conception could be kicked off. Thirdly, it helps the stuff to obtain updated information, which definitely, improves their skills and technique to a high level.All in all, the development of this management software will gain significant returns, both social and economic.
