Since this hydropower project is large in scale, receives high investments, has a long construction period, is technological complex, and has many uncertain aspects, In the process of implementation, the political result of the project location, changes in construction, environment, and conditions, as well as force majeure and other factors, will pose risks to the project. How to effectively identify, analyze, and control these risks, and establish corresponding control measures for future Sichuan hydropower projects to run smoothly, provides us with a good reference for topical research. This paper presents the success story of the Galaxy hydropower project, detailed studies of various components of risk management, and the special characteristics of the hydropower project. It points out some of Galaxy's technological problems, and points out the necessity of risk management in the hydropower project. It follows the risks of the production mechanisms and recognizes the risks of the hydropower project. Risks were identified throughout different stages of development since the start of the project. On the basis of identifying risks, through using the equation R=P*C, we can obtain a vague comprehensive evaluation, and through careful consideration of the impact that the probability of the occurrence of risk factors and the level of serious losses will have on the risk levels, we can determine the risk level of the target areas.In conclusion, I have pointed out the success of the Galaxy hydropower project, and introduced some of the particular measures taken to control risk factors, highlighting the key risk factors and the effective measures taken in order to control them.
