From strategic angle, the country putted Water Conservancy on the first position, and increased the investment of the Water Conservancy infrastructure construction, forming a large Hydraulic Engineering construction market. The construction of the Reservoir area road has come into being. However, with a long mileage,wide coverage, the road itself have a large effect on the peripheral natural environment and social environment. The reservoir area road, particularly, is controlled of not only the technical and economic index, but also the regional topography condition, geological conditions and the planning of the local traffic construction. The quality of highway route design will have an important affection for the economic and social development and the life property safety, so the scheme comparison of the highway route design is very important. However, the scheme comparison of the highway route design in our country is at primary stage and doesn't form the intelligent decision system considering many factors and objectives. The gap is large when compared with foreign advanced technology. This article relies on the reservoir road reconstruction projects of Pubugou Hydropower on Dadu River in Sichuan, studies from the selected route of the relationship between various factors and decision-making process of theory reasoning, concluding the factors of reservoir road which are summarized as specifications factors, economic indicators and environmental factors. And after the deep study of past actual construction and CBR case-based reasoning mechanis, we establish the actual case-based line project plan and calculate the similarity of the target case and source case to get recommended programs though comparison, which can make a good argument and interpretation for the science of intelligent decision system. The more the number of the source case is in the case-base and the wider the range of the reference is, the higher similarity of the target case and source case we can find. The more the attribute value of the case-base is and the more comprehensively we consider the factors, the more scientific scheme of the highway route design we can get. This paper provides the reference example and operational guidance for the inexperience designers.
