In this paper, it described the basic theory of management information systems, and made clear the principles and methods of designing system, it also combined with budget management principles, through investigating the budget business of North China Power Grid, it clearly defined the needs and goals of system design.Based on the above, the budget system which the paper designed abandon the traditional means of storing the database as a storage method, and it used the C/S structure and made DOM as a standard, comply with DTD (Document Type Definition), CSS (Cascading Style Sheet), XSL (Extensible Style Language), XLL (Extensible Linking Language), and other technical rules, custom storage component library, statistics, rule base, the project file XML database file storage method, it also designed a powerful data indexing algorithm, which greatly improved the performance and security of data storage and retrieval.The budget management system of power equipment maintenance project can achieve the following objectives: Achieve the budget preparation of the substation equipment maintenance engineering, maintenance engineering overhead lines, cable lines and distribution equipment repair and maintenance works project; According to the content of substation, transmission, distribution and maintenance, it carry on the classification management of engineering; It achieves the management including take fees, other fees, report templates, and project management templates and so on.
