The traditional method of fire command mostly depends on manpower. Because of lack of the support of modern information technology, so speed acquisition of disaster date, peripheral information and road traffic conditions is almost impossible. These result in commanding and scheduling is not timely, rescuing arrived slowly, the best time of rescuing is missed. With the continual development of science and technology, GIS technology has been applied to the fire system in recent years and some good results have been achieved. However, existing fire command system based on GIS has although advanced technology, multi-functional characteristics, the system is large and expensive. For fire forces at the district, where hoseman and founds is lacking, the application of the system is lack of local conditions. In addition, the system still exist in shortage which is the spatial data and attribute data can not be effectively integrated. Resulting in application of GIS spatial analysis is more lacking, checking and using data is lack of real time, When there is changes in the geographic data, it is difficult to the system make corresponding updates, and lack of openness, scalability, it is not conducive to system extended application.Based on the analysis of the status of the fire command system, for complement and improving on the problems in the current Fire Command System, it is analyzed and designed that the Fire Emergency Command System based of GIS, which has computer, information management technology and so on as a whole. The system can flexibly access a variety of relevant information, can provide decision support and rescue programs, able to command operations with the fast, accurate and efficient way. It is achieved that an effective integration of spatial data and attribute data, so spatial analysis capabilities of system is enhanced. The paper is designed about system's practical, convenient to update, expand and upgrade, for inadequacy of current fire-fighting system can be maked up. It is also pointed out that the necessity of building Three-in-One Systems.First of all, it is introduced in this paper that GIS's development and present situation at home and abroad, it is given that the concept, basic functions, applications and development trend of Geographic Information System. On this basis, it is given in the article about Fire Emergency Command System based of GIS. The system is designed with MapInfo for GIS development platform, with MapX5.0 and Visual Basic 6.0 for the development of tools. It is given that the detailed GIS's design of Fire Emergency Command System, focuses on the structures of various functional modules, the realization of the function(including inquiries on the target location, analysis on the shortest path, the function of predict case and dispatch, etc.),and GIS's database design(including the design on data structure of attribute data and spatial data).In the during, it is realized that the fire database system with spatial data and attribute data combined, based on SpatialWare Spatial Information Management System and Oracle Database. Compared with the traditional systems, It can be more effectively use and analyze data, and give the best plan.
