This thesis mainly works on TADIL and targets tracking of the positional defense C4ISR system. It is supported by the a Research Foundation of SCAAT(Sichuan Academy of Aerospace Technology).First of all, basic project of C4ISR system is studied. According to the characteristics of terminal defense, the whole, the compositions and the main battle weapon are designed, the air strike targets are analyzed, the threat assessment model structure is established. Meanwhile, an improved method of TOPSIS is proposed, and its effectiveness through Simulation has been showed.Secondly, a discussion is devoted to study TADIL. The working mode, the features and the compositions of Link-16 are analyzed with technical principles as message type, time slot assignment algorithm under TDMA, and then a simplified data acquisition model is set up. Simultaneously, we focus on the anti-jamming technology of data link and obtain the effect of anti-jamming with spread spectrum and frequency hopping. Moreover, the result of the simulation shows system BER decreased significantly. Then it's an emphasis on delay-time compensation. In order to eliminate the effect of TADIL delay-time on air combat situation judgment, the current statistic model and prediction filtering technique are applied. Compensation for time-delay and data processing is augmented in information transmission, and also is transformed by coordinate conversion. The simulation shows the anticipated effect, which achieves the technique and tactics indexes that the system has required. In addition, several commonly used encryption/decryption technologies are illustrated.Subsequently, the commonly used mobile targets model are studied. Aiming at the problems of nonlinear that target tracking commonly exists, several nonlinear filtering algorithms are comparatively studied and an improved intelligent current statistic model is proposed. The performance is tested and analyzed through simulation.Finally, multiple maneuvering targets tracking technology is researched. Based on the above, JPDA, as well as the trajectory data processing technology is mainly studied; IMMPDA is adopted in the final improvement to decrease the distance error of tracking within 10m. And logical and SPRT are used respectively to simulate in tracking initiation and termination, and the expected effect of multiple maneuvering targets tracking is achieved.
