The Reserch On Planning Strategy Of Rural Settlement System Of BaiShui County Under The Background Of Urban-rural Integration

For a long time,under a low level of productive forces,the county put the points of development strategy in cities,and pays no regard to rural construction.Because of the "urban preoccupation"of binary system,urban and rural development of the county takes on a double track system pattern of "China is equal to Europe adds Africa"—cities rapid development and counties standstill.In recent years,with the economic development at top speed,the difference between cities and counties on the construction of physical environment keeps on expending,becoming a principal contradiction of social and economic development,the realization of urban—rural integration admits no delay.The important and difficult points of urban—rural integration development is in rural. Due to insufficient inventment for a long time,there is a big gap between urban and rural on infrastructural construction,public service facilities mating and environment construction and so on.With the absence and inadequancy in planning management,straggling layout,entensive land use,and bad environment is the typical characteristics of rural settlement in our county,so optimizing the layout of rural human settlement and the improvement of rural human settlement are important contents in the realization of Urban—Uural integration development.The planning of rural settlement system under the background of urban-rural integration is a hotspot of the research on the city and countryside space.The characters of rural area development in current China are:the poor frame network and weakening organising core of rural spatial structure,the misorder of the productivity factor flowing and the imbalance in the distributing of infra-structure facilities.In the process of urban-rural integrating,it's necessary to rebuilt the core of the rural society,reconstruct the space of the vilages and improve the rural frame network and so on to realize the reconstruction of the rural space.On the base of the survey data of BaiShui country,this paper is to research the reconstruction process of the rural settlement system space, including bring forwarding the reconstruction strategy of rural settlement system space in BaiShui, evaluation indicators system of rural settlement development under the background of urban—rural integration, determining method of rural settlement system into higher and lower ranks on center and general rural settlement,and patterns of space reconstruction and development strategy on kinds of rural settlements, finally bring forwarding some reflections about procession of space reconstruction on rural settlement system.
