As the important infrastructure of modern power grids control system, power communication network (PCN) reliability is directly related to the reliability of the power system operation. In the paper, the reliability of power communication network reliability is a measurement indicator system. The assessment process of power communication network reliability is studied, and power communication network reliability model is developed.In the paper, great key factors of power communication network reliability are studied, and four modules (network topology, node, environment index, administration) of power communication network reliability model are specified. On the other hand, measurement indicator system of power communication network reliability is studied and analyzed based on survivability, availability, invulnerability and performance.Topology, node and influential factors of environment and administration of power communication network are studied, combining the operation of power communication network with the measurement indicator system of communication specialty of China Southern Power Grid. Referring evaluation mechanism in public communication network, power communication network reliability hierarchy is defined and the reliability comprehensive evaluation indicator system is established. To reduce the subjectivity of weights and improve objectivity and reliability of weight factors, the paper presents an improved method for evaluation index weight. An objective function is established according to requests, and the result which is solved under objective constraints and subjective constraints is fit for request. In addition, only qualitative analysis or quantitative analysis can't effectively complete power communication network evaluation, based on the cloud theory, the model of system performance model and the cloud model of the reliability assessment are proposed. A new way for reliability assessment of power communication network is given and it can solve the transition problem between qualitative and quantitative in reliability assessment. The result of assessment can reflect mode of our thinking while keeping the direct visibility. Finally, this paper gives the reliability assessment of a power communication network using the formulae and Optimization.
