Analysis Of The Environmental And Economic Impact Of The First Phase Eastern Route Of South-to-North Water Diversion Project On Nansihu Lake And Surrounding Areas

Eastern Route of South-to-North Water Diversion Project is large water conservancy project, which is to fundamentally solve water resources shortage and serious groundwater extraction in the northern region of China. Nansihu Lake is the important diversion channel and storage lake in the Shandong section East Route of the South-to-North Water Transfer Project.Eastern Route of South-to-North Water Transfer Project in Nansihu Lake and surrounding areas mainly consists of Pollution interception and diversion project, Liuchanghe project, lower lake raising water level project and Upper Lake dredging project.With the principle of "Pollution control first, and water diversion" principle, Pollution interception and diversion project was built in advance and put into effect before other projects. In the year2000,when the Pollution control project haven’t been implemented,, only1section water quality reaches the planning objective and requirement in the36control sections in the south of the Yellow River. There are3sections water quality are level Ⅳ, the other32sections water quality are level Ⅴ or inferior Ⅴ. However, in2012January to April,32control sections water quality reach to level Ⅲ standards, in36control section in the south of the Yellow River. Due to the Pollution control project, the Nansihu Lake area natural environment and the social economy have been fundamentally improving and promoting.The impact of the lower lake raising water level project on Nansihu Lake and the surrounding areas of is mainly reflected in the houses and land flooded, and production and living facilities submerged because of the water level rising. Some aquatic animals and plants could be Influenced as well. According to the project design, the specific data of the influenced farmland, houses, and poultry farms, fence, reed and other real object quantity in the Nansihu Lake and the surrounding areas,with the application of field investigation and data collection methods. Because of the elevation of water level and water quality protection requirements, local farmers, fishermen need to learn the new production mode. Some aquatic animals and plants may be affected in the early period of water level elevation. A mass of ecological water can be supplied to the Nansihu Lake, because of the raising of storage water level and water diversion in dry season. It can also expand Lake area, supply wetland water, which is a positive role for the improvement of the ecological environment. Seepage cutoff and dranage measures should be prepared to prevent the surrounding land salinization. And geological disaster also should be prevented in coal subsidence area.The Nansihu Lake dredging project is one of seven units of Nansihu Lake to Dongpinghu Lake water diversion and shipping combination project. Its basic task is to transfer Changjiang River water which has been reached Nansihu Lake northward step by step to Dongpinghu Lake with the Liangji Canal Project, Liuchanghe River Project, Changgou Pump Station, Denglou Pump station, Baliwan pump station. Meanwhile the target of navigation from Nansihu Lake to Dongpinghu Lake should be achieved. Waterway extension and patency would promote the local economic development greatly. The temporary occupied land formed by dredged silt dispose is difficult to recover for farming. The local farmer’s income may be influenced in the few years after the project.In the analysis of the project design, construction organization and environmental capacity, the channel projects can not cause great influence on the local residents’living and production, and the natural environment. Meanwhile, Liangji Canal Project and Liuchanghe River Project can realize navigation function.In general, the implementation of the South-to-North Water Divers on Project can make positive effects on the Nansihu Lake and the surrounding areas, such as natural ecological environment improvement, shipping and tourism promotion.The assurance of water quality and the increasing of usable amount of water resources is the important guarantee to develop the local economy. Agricultural cultivation, aquaculture, livestock and poultry breeding needs take the new production way according to the "Shandong Province along South-to-North Water Diversion Project region water pollution prevention and control regulations". Meanwhile, need to pay attention to the prevention of geological environment, human health and other risk factors.
