Voltage flicker is an important indicator of power quality, and it has very important practical significance that voltage flicker is measured exactly. Domestic and foreign research dynamic and measurement methods of voltage flicker are briefly introduced in this paper, based on the comprehensive comparison of various measurement methods, wavelet analysis algorithm is adopted to extract the envelope characters of voltage flickerThe wavelet function has diversity, for the same problem, different wavelet base function is appearing to obtain the different results, So the selection of optimal wavelet base function is a difficulty in practical projects, and it also is a research content of this paper. Through comparative analyzing characters of various commonly wavelet base function, three kinds of wavelet base function are adopted with mallat fast algorithm, orthogonality, and dwt etc. characteristics. The wavelet analysis software is designed with the LabWindows/CVI environment in this paper. In software design process, in order to call MATLAB wavelet toolbox function, The dynamical link library method is applied for realizing mixing programming, with LabWindows/CVI and MATLAB which is promoted the virtual instrument software development efficiency and provides expansibility, Using free, light, but powerful open-source database SQLite3 as data storage, and furtherly reduces the system memory spending and economical expenditure.The system software has the following functions, such as User logon authentications, data access and delete, documents remote transmission, printing and report, and other functions. Test results show that the wavelet transformation perfectly extracts voltage flicker envelope signal characteristic parameters, Software is developed with high efficiency, short development cycle, for secondary development etc.
