There are a variety of control devices in substation, such as: OLTC transformer tap adjustment, switching of capacitors in pareller and the voltage load shedding and so on. How to ensure effective coordination between the controllers is an urgent problem. This paper presents a voltage/reactive power control of the hierarchical structure. The bottom is the physical layer, and there are practical controllers which are alone in the control laws. The upper one was coordinated control layer. The goal of this layer is to ensure that in all cases the controller can be coordinated control by considering the safety, stability and economy and many other indicators. Two methods were used to design the coordinated controller. The first method is the method of linear temporal logic. This method can make the coordinated rules into linear temporal logic language, and the linear temporal logic language can be automatically converted to the automation model for control. Based on the first method, the hybrid model method is based on comprehensive consideration of the power flow, the dynamic load and the logic, and through the predictive control technology to design the control. Finally, the proposed methods were presented to a detailed analysis and simulation, and the result show that the proposed method is feasible.
