With the the initial achievements of cycling economy, the development trend of the international community is development of cycling economy, the development of cycling economy is the only solution for changing Chinese economic growth pattern and the important problems in Chinese economic development.The first priority in development of cycling economy is the development of new energy. Straw power is one kind of new energy which have great research value and development potential. So that the development of straw power has huge benefits to solve the important problems in Chinese economic development.Straw power in foreign countries has been very mature, is still a new thing in China and there are many issues have not really been resolved about straw power. There are many problems in resource allocation between the new energy—straw power and traditional energy—coal-fired power. There are many problems in environment value and externalities between straw power and coal-fired power. There is a lack of strengthening judgment, evaluation and control of life cycle of straw power. While the straw power fuel supply is a bottleneck restricting the development, in the market, there are all sorts of problems to solve.In order to solve these problems, in the process of writing, this article focus on the theory supporting, use the thinking and analysis method of system theory and game theory to systematically research on the traditional energy and new energy economic system as a whole. Through quantitative analysis, use the game method to analysis the conditions of business alliances successfully building between the straw storage enterprise and use life cycle assessment to analysis the energy consumption of the environmental impacts and the various indicators of straw gasification power. Through qualitative analysis, use the game method to analysis and generalize the central decision-making on resource distribution of traditional and new energy development. This paper implement the methodology of standardized analysis and empirical analysis, further elaborated the conditions of business alliances successfully building between the straw storage enterprise, when standardized analysis the issue of coalition game, by empirical analysis on a straw power plant in Jiangsu.Through research and analysis, this paper draw that the development of straw power should adopt a high-efficiency model of the resource utilization, it can help our country alleviate the status of the scarcity of resources. At present, straw power has brought huge environmental and economic benefits to our country, therefore, the development of straw power has great significance. China should increase the investment in straw gasification power projects, while paying particular attention to the emissions of tar to make it more consistent with energy-environmentally sustainable development. The successful establishment and the effective implementation of strategic alliances depends on of the transfer price of materials, it can form an effective strategic alliances if the transfer price to meet certain conditions. Straw power replaces coal-fired power has significant external benefits, government should give some tax preferences and government expenditure to encourage the healthy development of the industry. This paper creatively use the game theory to research and analysis on the issues of resource allocation in energy development, it can fill up the blank of researching on resource allocation. This paper also used the life cycle assessment method to analysis the life cycle of straw power and supplied a theoretical basis for judging, evaluating and controlling the life cycle process of straw power. Finally, game theory analysis on the vertical straw power fuel market alliance issues improve the lack of some scholars in game theory research on the issue.
