China'South-to-North Water Diversion Project is of strategic significance the great engineering in the 21st century, in particular the implementation of the middle route project will effectively solve the serious shortage of water resources in north China, on the receiving areas within the social, economic, ecological environment positive Role in promoting, but due to "water conservation" policy constraints, to some extent inhibited the water source and the upper reaches of the regional social economic development, local governments, businesses and residents a potential loss of profits. Water Source Protection and coordinate the interests of all water diversion will become an important aspect of management work.Based on the specific actual situation of the middle route project, the thesis integrated regional economics, natural resources and environmental economics, welfare economics, new institutional economics theories and methods of related disciplines, Constructed overall framework of the coordination mechanism from the evaluation mechanism, the implementation mechanism and the security mechanism .And some useful decision-making were provided with the overall planning and design data calculated and analyzed. The thesis is divided into four parts.Part 1: The thesis introduced the research related on ecological compensation and cross-basin water transfer compensation, studied the practical experience of water diversion project from home and abroad. The potential benefits loss of the source area was cared as a reference standard of interests coordination.Part 2: According to hydroelectric model, the generating capacity difference of Danjiangkou Dam was calculated between it Heightened or not, obtained the average annual loss of generating capacity in the reservoir area. Perpetual annuity present value formula was used to convert a one-time compensation into an annual amount of compensation, then compared with the average annual output of cultivated field, obtained the average annual loss of reservoir resettlement. Water quality and quantity monitoring sites , soil conservation monitoring sites should be carried out, water diversion project information monitoring network should be built; in accordance with the relevant monitoring results , the standards for interests coordination should be revised based on the water conservation effects assessment and the volume of water statistics ,while achieving dynamic management for the interests of coordination mechanisms; a highly efficient Unified transfer management mechanisms should established to coordinate water transfer conflicts and economic interests disputes.
