| With the rapid growth of our economy and continuous improvement of people's living standards, our civil aviation business has made great development. And at the same time, the civil aviation safety problems attract many aviation departments'attention. The airport safety is one of the most important parts of aviation safety. Among the process of the aviation safety management system, airport safety management, accident prevention and reducing the loss of accident are becoming very important work in the entire civil aviation safety management system.The airport safety problem involves many emergency incidents. So, establishing an efficient airport emergency and rescue system, implementing rapid response and concordant operation on emergency mechanism and carrying out the emergency measures is the promise and basis of preventing and handling accident, as well as the precondition of keeping the airport under safe operation.The airport's emergency management is an enormous and complicated system. System engineering ideology is adopted in the paper to analyze the airport's emergency and rescue capability. During the process of assessment, hazard factors existed in the airport is analyzed, then Delphi method and hierarchy analysis method is applied, combined with the character of the civil airport to filter and optimize three levels of weight indicators. Also the indicators value is determined by using the grey system and Delphi method. As the uncertainty of the airport risk, the hazard of the airport is grey, and the indicators cannot be given precise value. So based on the grey system theory, the safety and hazard assessment model is established. Finally, put the Chengdu International Airport as an example to test the model established in the paper, give a synthetic assessment to the emergency and rescue capability of the airport, and test the scientific and practical ability of the model. Also the improvement and elevated suggestion is given to enhance the safe level of the airport. |
