| As a vital and public transport infrastructure in China,civil transport airports are the basis for the development of the civil aviation industry and play an important role in the construction and development of a comprehensive transport system.In recent years,with the rapid growth of China’s economy,the civil aviation industry has also developed rapidly,however,various airport emergencies have also increased,making the emergency management of airports a new challenge.As an important method of emergency management,emergency drills have been widely used in this field.Evaluating emergency drills not only allows valuable experience to be learned from the drills,but also allows the emergency management system to be continuously improved.However,China has not yet developed an evaluation index system that is widely used for emergency drills in civil transport airports,and the way,content and criteria for evaluating emergency drills vary greatly from airport to airport.It is important to explore how to establish a scientific and professional evaluation index system for emergency drills that is applicable to the civil aviation industry,in order to improve the emergency management and emergency response capability of airports.Firstly,this paper researches,compares and draws on the evaluation methods of emergency drills in several fields of emergency management research at home and abroad.Then,based on Hall’s three-dimensional structure theory model,an airport emergency drill evaluation index system comprising two different forms of live drills and tabletop drills is constructed,taking into account the relevant characteristics of airport emergency drills.The index system includes primary indicators divided by exercise cycles,secondary indicators divided by priority tasks for each cycle,and tertiary indicators for specific tasks that refine the secondary indicators.In the study,the Analytic Hierarchy Process method was applied to determine the weights of each indicator in the system by two-by-two comparison,and then the Fuzzy Comprehensive Evaluation method was applied to establish a fuzzy comprehensive evaluation model containing multiple levels to empirically analyse the five levels of evaluation criteria for the actual combat drills and tabletop exercises at Zhongchuan Airport,and the evaluation results were finally obtained. |
