Compared to the continued growth of energy demand, energy supply keeps thesame level, or even declines gradually. The contradiction between supply and demand,this global problem, is especially inevitable in China. Through rational disposition ofenergy structure and optimization of energy configuration, we can effectively relieve thecontradiction between supply and demand and also balance the coordinateddevelopment among economic, environmental and energy.The current energy planning way is to separate various energy supply systems toprepare special planning. However, this way always leads to repetitive computation ofenergy load, and does not consider renewable energy sources into planning category.Based on the analysis of energy configuration methods in China and overseas, thispaper proposes a new energy planning model. With the core of regional transportationand energy planning construction, this model establishes the basic structure frame ofregional transportation and building energy planning construction. In addition, theframework considers renewable energy in the planning area.Regional energy configuration model proposed in this paper is a complete system.Population can be planned from built up area. Refer to the planned population, theplanning automobiles in possession, residential area, housing construction and publicservice building area can be planned. Through the various kinds of energy consumptionindex selections, the energy consumption of the transportation and construction can becalculated. Then conventional energy sources can be used to meet the energy loaddemand with the clean energy, like natural gas, solar energy and biomass energy.Moreover, this paper proposes to consider ecological footprints, carbon dioxideemissions, annual operating expense analysis and average annual initial investmentduring service life, these four single parameters as environmental and economicevaluation index. Through this way, environmental and economic costs of differentenergy utilization patterns can be compared and analyzed.Regional energy planning model proposed in this paper can be considered as animprovement action of conventional energy planning. The various data calculated fromthis paper will provide some references for the planning and design of regions with hotsummer and warm winter.
