In recent years,traffic accidents occur frequently,travel safety issues have aroused strong concern in the community.In order to improve people's travel safety,the demand for real-time monitoring and management of vehicles is particularly urgent.With the rapid development and effective integration of mobile communication technology and streaming media technology,the vehicle video surveillance system based on 4G mobile network attract people's attention quickly.The vehicle video surveillance system based on 4G mobile network aims to provide high-definition,high resolution,low bit rate,low latency and smooth playback of video quality.However,due to the low bandwidth of mobile network,unstable transmission and large amount of video data,packet loss,network delay and jitter are easy to occur in the process of network transmission.It has a bad effect on the real-time and fluency of video play.In order to improve the real-time and fluency of video play,this thesis proposes a solution based on RTCP protocol with feedback mechanism,which mainly includes dynamic adjustment of video coding rate and transmission rate based on RTCP and dynamic adjustment of video playback speed.At the sending end,the encoding rate and the transmission rate of the video are adjusted to match the current network status according to the feedback information of the receiving end.At the receiving end,the current network status is monitored,it's fed back to the sending end through RTCP packet.Setting the ring buffer to eliminate the jitter.The number of buffered data is detected,and the play speed is adjusted periodically according to the detected data.The solution can reduce the influence of network delay and network jitter on the real-time and fluency of video play by controlling the sending and receiving sides respectively.At the end of this thesis,the design of the program has been tested,the test results can be seen,although the wireless channel is not stable,the solution designed in this thesis can adjust the transmission rate and video play speed to improve the real-time and fluency of video play.
