Framework And Programming Theory Of Urban-rural Green Space System Under The Influence Of Urban-rural Planning Law

With the accelerated process of urbanization in China, more and more problems appear in urban and rural planning practice, including land waste, environmental pollution, degradation of ecosystem functions, etc. especially in rural areas where lack of effective planning, control and management, people's living environment are under the threat of being more and more serious, and the inner city has it's problems,too, faced with unreasonable arrangement, urban green space can not fully play its role in eco-efficiency, disaster prevention, landscape and other functions. Green construction is also facing the embarrassment that "thousand city ,same appearance " . So, whether green space system planning or urban-rural planning, they must confront the long-standing illness which generated from the relationship between "City" and "rural". The promulgation of Urban-rural Planning Law can be said to provide a legal basis to solve the above issues,effective strategic to solve the contradiction between urban and rural areas , and an opportunity to address a range of issues brought by the urbanization.It promots the change from"great importance to urban, rural neglect"to"urban-rural coordination". Based on the scope determined by Urban-rural Planning Law, it will gradually change the situation in planning practice that planning only considers the urban areas and regardless of rural areas, and make synchronization possible that between urban areas and rural areas.Ultimately achieve the goal of"urban-rural coordination"at industrial development, market information, policies and measures, environmental protection, social development, and the goal of comprehensive, coordinated and sustainable development in economic and social between urban and rural areas.Urban-rural green space system is an integral part of urban - rural planning system , under the influence of Urban-rural Planning Law , we must make a positive change to meet the requirements of development in urban and rural planning ,and create a more harmonious living environment.This paper focuses on urban-rural green space system under the influence of Urban-rural Planning Law, intend to make the exploration of the following: The first major aspect is guidelines related to urban-rural green space system planning ,which include the change from"great importance to urban, rural neglect"to"urban-rural coordination", and the change from"quantity"to"quality".The second major aspect is the construction of urban-rural green space system planning system framework, to make a preliminary idea of objectives, tasks, the content system in all levels of content.The third major aspect is the programming theory of urban-rural green space system, propose the classification system for urban-rural green space based on the analysis of function the green space have,the urban-rural green space system framework and function-effect analysis theory of urban green space, then the analysis on implementation of management-related laws and regulations.Green space system has an important effect on human living environment, as a discipline, it will evolve with the development of economy, society and technology,and become more scientific and rational.
