With the appearance of the serious urban problems caused by the rapid urbanization such as traffic congestion, resources exhaustion, environmental pollution, ecological imbalance, people started to rethink the patterns of urban development. In this context, the concept of eco-city emerged as the times required, and it was considered the best pattern for future urban development. At present, eco-city theory has become the world's research focus, especially the theory and application research on evaluation of eco-city construction. The scientific evaluation index system and method for eco-city construction, established according to the connotation of eco-city, is of great theoretical significance and practical effect for standardizing the construction of eco-city, quantitative evaluation of eco-city development and promoting the ecological construction of eco-city.As the complexity and uncertainty of the eco-city system itself, and the reliability and objectivity of the evaluation results is not easy to grasp, it brings great difficulty to evaluation on construction of eco-city. Considering the fuzziness and uncertainty of the evaluation index, as well as the difficulties in weight definition of traditional evaluation method and the fact that the evaluation criteria are susceptible to the knowledge and experience of experts and other factors, the Maximum Entropy- Projection Pursuit Cluster Model was applied to eco-city construction evaluation in Tianjin Binhai New Area. Some preliminary exploration and attempt were made in this paper, and some achievements were obtained. Main work is as follows:First of all, the domestic and international practice statuse of eco-city construction, evaluation index system as well as the theoretical evaluation methods for eco-city were reviewed. And the deficiencies of current index system and evaluation method were analyzed.Secondly, refer to domestic and foreign eco-city evaluation index system and index system of sustainable development ideas and methods, the evaluation index system of eco-city which adapts to the actual situation of Tianjin Binhai New Area was established on the basis of definite connotation and characteristics of eco-city.Finally, based on the index system of eco-city construction established before, the Maximum Entropy-Projection Pursuit Cluster Model was applied to valuation of eco-city construction, and an empirical study was carried in Tianjin Binhai New Area.Evaluation results showed that: eco-city construction in Tianjin Binhai New Area had a favorable trend, and the various indicators of urban construction would have reached or approached the objectives and requirements of domestic eco-city by 2010, and by 2015, the level of eco-city construction in Binhai New Area would be close to the international advanced standards of eco-city construction. Compared with other evaluation methods, this method reduced the fuzziness and uncertainty of evaluation system, with less affection by human subjectivity. According to the optimal projection vectors, the contribution to comprehensive evaluation target made by each evaluation index can be estimated, and the evaluation result had high precision and discrimination.
