Water is the basic guarantee of the existence and development of human society, as population,economic and social develop,the contradiction between human society's growing demand for water resources and limited water supplyment is accelerated.which becomes an important obstacles of social development.In the present water conditions, through the optimized allocation of water can realizing coordinated and sustainable development between society , economy andenvironment,in the meantime it can also alleviate contradictions in a certain extent.This paper studied the theory and methods in the field of optimal allocation of water resources at home and abroad. A water resources optimization model was established based on genetic algorithm.Taking specific area as the research object, determined the social,economic and environmental benefits of the model according to the actual situation of the city;proposed concepts and measurement methods of user fairness coefficient, water supply coefficient, coefficient of coordinated development of according to the user and source features;determined the parameters of the model through the analysis of the water supply and demand data of the two planning standard years and three guaranteed rate.Genetic algorithm optimization of large-scale systems in general was used to solve the model.By analyze the configure results of the region's water resources ,it can provide decision making for regional water resources development. This article used ArcGIS Server technology in the optimize allocation of water resources, and developed water resources information publishing platform.The platform was composed of part of inquiry of water resource information, part of water distribution query and the part of system management ,it helps the decision makers to grasp the information of region's water resources and optimal results of water resources easily .
