As to the traditional desktop geography information system, its service function and application function can't satisfy people's requirement in the information times. The fast development of internet has made a new opportunity to the GIS (Geographic Information System) domain. People now pay more attention to the implement of GIS functionality on the Internet, namely WebGIS. With the help of WebGIS, users can browse spatial data and use the querying and analyzing functionality more conveniently.At present, there are kinds of realization technique of WebGIS. Many GIS manufacturers have published their own developing platform. ArcGIS Server is a platform for building enterprise WebGIS applications. It is a part of ArcGIS 9.0 which was published by ESRI. It is the first technique which can realize all the GIS functionality in the enterprise application servers.This paper has developed the Wuhan Water Resource Integration Layout Information Querying System based on ArcGIS Server. This system can provide users a lot of convenience to know the status of water resource distributing and exploitation and bring forward the plan for water resource protection, scheme and exploitation. The system includes three subsystems: water resource space distributing subsystem, water resource data querying subsystem and system maintenance subsystem. Water resource data querying subsystem consists of eight functionality modules. They are water resource census, development and using, water requiring forecast, water using saving, water resource protection, water supply forecast, water resource scheme and implement project. The eight modules contain every facet of water resource layout and management.Firstly, the concept of GIS and WebGIS and correlative theory is introduced. The status and development trend of GIS and WebGIS is analyzed. The objective and significance of this subject is demonstrated. Then the implement of WebGIS based on ArcGIS Server is explained in detail, including the brief of ArcGIS Server, functionality, main characteristics, architecture and method to administer the system. Using this platform can develop a distributing Enterprise WebGIS system. Finally, the architecture and functionality of each subsystem of this information querying system is narrated. The implement of some modules and correlative key techniques are also analyzed in the last part.The system we have developed has been used for a period. It runs steadily and can be managed conveniently. Its computing ability is powerful. Furthermore, according to the change of users'needing, it can be extended and changed easily.
