There are huge resources in ocean, such as oil, gas, biological material, medicine, tourism, mineral source. As the resources on land reduce, marine has great development potential in space and resources.Ocean vertical monitoring network is a kind of modern ocean observation device, it can reliably collect marine environmental data at any time and any weather. Ocean buoy is the key component in marine vertical monitoring system, it can greatly extend ocean disaster observe area and ocean disaster forecast time. Ocean buoy plays irreplaceable function on fields such as weather forecast, environmental data collection, disaster forecast.In this paper, on the basis of investigation on power supply and data transmission between buoy and underwater sensors, select induction coupling method to achieve power feeding for underwater sensors and communication between buoy and underwater sensors.Select induction coupling method to achieve power feeding and data transmission thorough mooring cable, induction coupling model of the system which is based on electromagnetic coupling principle is built at first. The way to improve coupling efficiency is analyzed. Hardware architecture of the system which consists of three main part is designed. Relevant hardware circuit production work and software programming work is done.At last, performances of the prototype system are tested, including testing of power transmission performance, data transmission performance and performance of the total system. The results show that coupling efficiency increased as well as electromagnetic coupler's volume reduced, improved the practicability of the induction coupling method to transfer power and data.
