The underwater target monitoring buoy is communication node between overwater and underwater, center of the data exchange path of chain. The system's data storage and transmission relay on the communication and control platform which belong to the monitoring buoy. Therefore, this article will focus on function designing of hydro-acoustic monitoring buoy's communications and control platform.By using high-performance ARM as a communications control center and adding a low-end FPGA to expand the interface capabilities of ARM. Transplanting embedded Linux operating system on ARM, through the design of hardware drivers and application program to realize network communication, GPS serial communication, and FPGA data communication and other functions on ARM. The FPGA mainly complete the extension of the interface and logic of system control, the interface including McBSP communication interface, AD collection and control interface; the logic of system control including the interface logic, bus management logic, synchronization logic, and system monitoring and duty logic, data cache control logic, etc. FPGA is the center of system data exchange hub, should coordinate with ARM to complete high rate data communications.Firstly, make a brief presentation for the technologies involved in the communication platform and analysis functional design requirements for communications platform, and as a basis for the selection of core device. Then make a detailed analysis for the hardware design of communication platform, on the basis of the hardware design and realize, to complete the customization of Linux kernel, file system construction and setting up the development environment. Then to complete embedded operating system start debugging. Finally, to complete the software on ARM and logic design on FPGA, analysis the design of each function and the workflow of software modules. After the debug of system software, to do the whole system debug with observe and control platform and acoustics disposing platform. At last, we do the system function test completely.The communications platform designed in this paper pass the test of pool, And Performance well on data storage and transmission. The data transmission speed up to system design specifications.
