With the development of the social economy, the level of the people's lives are improved constantly and the inventory of the motor vehicle is increasing day and day. The reconstruction speed of the urban road is far more less than the increment speed of the motor vehicle. It is produced the contradiction between the road supply and demand. It has not satisfied the demand through the macroeconomic measures as the road build and encrypted network. It can control the network traffic flow and equilibrium network through micro strategies. Currently, the effective measure is controlling the traffic network through the means of the intelligent traffic control.The measure can control the traffic flow of the network, deeply mine the network potential and improve the traffic capacity on the basis of the no large-scale reconstruction and through scientific and technological means.Comprehensive use of intelligent signal control system is one of the effective measures of urban road traffic management. It is the comprehensive system using the science knowledge, for example, traffic engineering, information control, data processing and information communication. The intelligent signal control system basically has the following several parts:traffic engineering design (intersection channelizing design, whether taking signal control, traffic signs signage perfect, etc.), traffic information collection (vehicle information, pilot information, road information acquisition, etc.), data processing and analysis (data pretreatment, database established, data analysis and data transmission, etc.), control model building (optimization model building, control mode, the method of control,etc.), the simulation assessment (simulation network structures, network information input, optimization scheme determination, the simulation results evaluation analysis, etc.).The main research contents are the model of the ITS (Intelligent Transportation System) signal control optimization and the model of the Trunk road green wave signal control coordinatly.The first, it was introduced the necessity to establish the simulation platform and the subject sense by the study background.through It was analyzed the logic diagram to obtain the result that the significant technology of the transportation signal timing optimization simulation. It was summarized the research status from domestic and abroad, and analyzd the advantages and disadvantages for different optimization methods.The second, it was expounded the intelligent traffic simulation system from the establishment of the traffic simulation model and the traffic simulation platform. The traffic simulation is reappear the time-space distribution of the urban traffic flow. It was provided scientific basis for execution.through the traffic simulation platform to evaluate to control scheme for traffic control measures.The third, it was choosed the suitable optimization algorithm and was established the signal timing optimization model and the phase difference optimization model through the traffic information integrated processing. And realize program using C language. It was applied the optimization model in the 121 street and Xuefu road. Through the comparison of the scheme around to obtain the result that the optimization model can improve the traffic capacity and summed up the advantages of the optimization model.The forth, the simulation results of the optimized scheme around were analyzed by choosing the surrounded area of the 121 street and Xuefu road. The optimization model proves scientific and practical.Finally, the project was prospected and the secondary development of the Paramics simulation software was put forward. The model of the signal timing optimization and the phase displacement optimization was combined organically, in order to establish the synthesis simulation platform of the urban road traffic.The system can solve the most direct basic problems in our daily life. Facing the traffic network for optimizing control, building the traffic control optimization model layer from the dot, line and surface face, the effect is positive in small cities through taking traffic control strategy. Therefore, it has the good social benefits and economic benefits to the research and development of the intelligence traffic signal control system, improving the city traffic environment, making full use of the existing road network resources, improving the service level, reducing the environmental pollution caused by the traffic jams, responding positively the policies of the "energy saving and emission reduction" to ease the urban traffic congestion status.
