Water resources are closely related to human life and production activities,however,as a resource,water resources charactered by limited, overall, regional and versatility.If the water is uncontrolled plundering and waste by people,and with the environmental pollution caused by human social activities,all this will pose a great threat to the existing water resources. Especially with the economic development, the rapid increase of water consumption and the more serious pollution, makes the reduction of water resources, water body seriously overweight,all the types of river are serious polluted., the drinking water and process water which people rely on of life can not be guaranteed. Faced with such a serious water crisis and water environment problem, Strengthen the management of water resources is imperative.After depth analysis, research, summary of the current situation of water resources of Tengzhou,the calculation of water resources in this area is deduced.The system function's design, development and implementation of this peper is started. After a detail requirement analysis and overall design,first,in order to manage the system data in a scientific way,I have desined a detail database, using the SQL Server software as the system database, and then design the system interface and the function. Describes the structure and function of each module,such as the basis for information management, thematic analysis, graphic editing, system maintenance,etc. The thematic analysis module including the calculation of groundwater resources, groundwater dynamic forecasting, water quality assessment and groundwater vulnerability assessment. The realization of these functon is mainly through the establishment of model library. The article also detailed professional knowledge content relevant to water resources management information.make a in-depth analysis of water resources of Tengzhou,and have introduced the concept of water resources management system, relevant theory, structure, development environment and development platform in detail,.System uses Visual Basic as the development language.
