The urban gas pipeline network is the energy artery of the national economy development and the people lives'safeguard, it is regarded as the urban lifeline. Speeding up day by day along with the urban construction, urban gas supply ability strengthens unceasingly, In the urban gas transportation process, there are many pipeline network safe operation problem, and the third-party damage is the important index of the pipeline security. Construction, land development increasing frequently, it is threatening the pipeline safe and has increased the risk of pipeline damage. In addition, robbing gas and other artificial crime sabotage, causes the third-party damage becoming the primary cause of urban gas pipe network leakiness, fire, explosion.The urban gas pipe line network third-party damage has many uncertainty factor, the influence area is widespread, it will create great direct economic losses and indirect undesirable social impact. Therefore, the risk control research to the third-party damage is very essential. How to strengthen the urban gas security management, prevent accidents before they occur, is the most important question suspending in front of the urban gas pipeline network superintendent.This article based on the system theory, related the conventional method of the urban gas pipe network risk assessment, and from the cybernetics and "Rheology-Mutation" angle, makes the theoretical analysis to the urban gas pipeline network risk control method, finally obtains the the concrete regulation of risk control, provides the reference for the urban gas company safety control work. First aimed at the characteristic of the urban gas pipeline network third-party damage, choosing fault tree analytic method to make risk identification for the urban gas pipeline network third-party damage, obtains the main risk factor is the artificial factor. Then uses the gray connection analytic method to carry on the analysis to the urban gas pipeline network artificial risk factor, obtains the primary and secondary relations, and provides the reference for accident prevention to artificial risk factor of the third-party damage; Based on the system theory, the urban gas pipeline network system's environment and the subsystem carries on the classification referring to the characteristic of "the human" and "the object", achieves realizing the purpose of against accident of the urban gas pipeline network system third-party damage through observation and monitoring the subsystem; Establishing risk control system and the model, carrying on the solution of the risk control model, finally obtains the stable safety control ability, and obtains the urban gas pipeline network third-party damage accident rate change curve; Through "Rheology-Mutation" physical model and mathematical model's multianalysis, establishes the safe damage block diagram, Then related to catastrophe theory, carries on the analysis to the urban gas pipeline network third-party damage accident, obtains the theory reference to control suddenly accident. At last, obtains the specifically method of risk regulatory measures to the urban gas pipeline network.
