To some extent, the city gas brings threat to the public order and safety of life andproperty life and property safety of the residents. Third-party gas pipeline construction areserious threats to pipeline damage accidents, it’s effective to reduce the probability of anaccident by developing a pipeline control method targeted for the risk factors from thethird-party damage. In the paper, several researches are carried out based on risk identificationand risk control basic theory.The various factors of third-party construction accident are analysised through FTA,various combinations of the causes of the gas accident are determined by a fault tree. Theimportance of risk factors in order comes from the minimal cut sets of Third-party damageaccidents which are the results of calculation via Boolean algebra method.Human risk factors caused by the third-party damage to city gas pipeline network areclassified, correlation is the result the calculation which bases original data of the third-partydamage. Finally, primary and secondary relationship of derived human risk factors isobtained.A city-based data of the third-party damage accident on risk control model is solved, theconclusion is a stable security control and risk index and a third-party damage accident ratecurve of the gas pipeline network of the city.
