Distribution net is the important link betweens the consumer and the Transmission net, the function of it is supplying reliable and high quality power. With the Distribution net expanding, the demand to the reliable and high quality of the power supply is rising. Raise the reliable of power supply means to reduce the frequency of power failure, decline the time of power failure. So that, when a hitch appear on the Distribution net, fixed the hitch positon and reinstate the power supply is request.In order to fixed the hitch position quickly, seprate the hitch area and choose the best scheme to reinstate the power supply timely, supply power to the area where have no hitch but be cut the power supply because of the hitch area, this paper design a system that on the basis of ArcGIS platform, assist the power division use the information about hitch on the Distribute net to fixed the hitch position, these information mainly come from FTU & SCADA system and consumer complain with telephone call. Then to supply power to the area where have no hitch but be cut the power supply because of the hitch area.First, this paper analyzed the present situation about research on the distribution net hitch position fixed and power supply recovery, analyzed the advantage and the disadvantage of the former measure. Then on the basis of the analysis on former measure, the algorithm and the system exploitation platform are decided.Then, because of the unprecise of the informations that come from the FTU&SCADA system and telephone call from the consumer, it will make the hitch location to be wrong when people use these informations directly. For the area that can be tested and controlled on the distribution net, this paper gives a hitch location algorithm that basis of Bayes formula, for the area that can not be tested and controled on the distribution net, this paper gives a hitch location algorithm that basis of SR theory. The algorithm that basis of Bayes formula, lower the affect of the interforenced information that comes from the FTU&SCADA system, according to the ratio of distinctiveness degree, and combine the GIS to locate the hitch quickly and precisely. The algorithm that basis of RS theory advoid the affect of the subjectivity of the consumer. And when the information that comes from the consumer is not complete, the system can also locate the hitch positon quickly and precisely, the fault tolerance is raised.And then, the paper analyzed the reference problem and math-model of the reinstate of the power supply, and chooses the algorithm for the calculation of load flow and the refactoring of the distribution net. With these algorithms, made the speed of calculation, redecue the time that spend on the power supply scheme choose.At last, combine the distribution net, on the basis of ArcGIS platform, this paper exploit a system to assist the power supply department to fix the hitch position and supply the best power reinstate scheme.
