Distribution network planning is an important part of modern power grid construction and development, and the distribution substation planning is the key content of distribution network planning. Most of the existing models and algorithms of substation planning only have the static characteristics, aiming at planning substation site, capacity and power supply range, which do not take into account of the multistage implementation features of substation planning project in the actual engineering.The substation planning construction schedule problem is studied. Dynamic programming theory is adopted to establish the dynamic substation optimal planning model to structure substation multistage network planning diagram. And generate possible projects in different stages based on planning scheme of final year, narrow the scope of planning and construction projects in different stages, reduce the computational complexity. Use the reverse recursion method to get the shortest path of network plan, and get the optimal planning construction plan of substation capacity. Numerical example results show the feasibility and practicability of the model and algorithm.In order to evaluate feasibility of investment and risk of multi-phase substation planning investment, use the project economic evaluation interval method by considering electricity price fluctuation to evaluate the investment of different paths. The results shows that investment according to the optimal path is superior to other solutions in terms of feasibility and risk and less influenced by price fluctuations.Aiming at the problem of difficult to calculate large-scale substation planning, based on the multistage optimization programming model and the standard MVC pattern and the struts2framework, dynamic optimization decision system of multistage distribution substation capacity planning is designed and implemented. Through comparing numerical example results by decision-making system with results by manual calculation, validate the correctness of the decision-making system in establishing and solving of the model. While the number of substations and loads is increasing, the superiority of the decision-making system is much more obvious.
