As ports are located in the joints of waterway and land-transport system and they often play an important role in lots of logistics activities such as organization, coordination, convergence and distribution, warehousing, customs clearance and processing etc, we should attempt to make ports to be connectors and propellers of logistics industry development. Especially in the backgrounds of the modern, high efficiency logistics industry, and in the request of" City- development by port" that means to develop large or middle cities through integrated logistics system process, the port would play an much more important role. Ports often have such functions as cargo handling, storage, transportation, distribution, customs clearance, bonded and information service, therefore if we strengthen the adjustment to the logistics activities to make it reach the aim of centralized control, timely information delivery and transport efficiency it can bring us enormous economic benefits. In view of the above, to develop Bengbu port logistics is an important, convenient, practical and effective way of accelerating the development of logistics industry in Northern Anhui. However, for the present, logistics of Bengbu port is still in the traditional mode, though we have realized that but only stayed in the general-level of awareness, moreover these views are often different and lack of more in-depth System. Judging from the phenomenon, there are some problems in management system, ideas, information access and other aspects, and this resulted in single-function service and delinquency of ports in city construction:First, the port logistics construction of an infrastructure facilities are grossly scarce;Second, management system is chaos, attribution to different leader, every department manage in their own way, management level is not high, and all these cannot meet the market economy and social development needs; Third, the low level of logistics technology limited the intensive integrate business services; Fourth, the policy environment is still the barrier of the port logistics development. This paper systematically analyzes the basic conditions, status, problems and development strategy objectives of the logistics development of Bengbu, and in the quantitative analysis we attempt to give some suggestions for the logistics development of Bengbu port.Firstly, according to the logistics theory, we adopt the methods of qualitative analysis and quantitative analysis.On the basis of studying the development of port logistics in our country we use the linear regression, multiple linear regression analysis to make quantitative analysis and forecasting on the cargo throughput of Bengbu port since 1994,and explicit the development objectives of Bengbu port logistics.Secondly, on the basis of forecasting the trend of Bengbu port cargo throughput, we try to point out the function objectives and strategic objectives of Bengbu port logistics developing:while maintaining being an ore transshipment hub port, establish the status of bulk center port in northern Anhui, to raise the overall function of port logistics, to achieve leapfrog development of container transport, to have working memory, the conversion equipment, port industries, modern logistics and other functions, and in the end develop toward the direction of becoming an open, intelligent, integrated, multi-functional modern port.Finally, bonding the condition of domestic and international logistics development, we try to find out the gap between the logistics development of Bengbu and the advanced ports. We also attempt to put forward some useful strategies for strategic objectives:strengthen the infrastructure, decrease cost, enhance logistics information network construction, develop green logistics and so on.
