Building energy consumption accounts for a high proportion of the whole energy consumption in one country, while cooling and heating energy consumption acounts for a high proportion of building energy consumption. District cooling and heating which can increase the operating efficency is a good way for energy saving. However, it is difficult to design district cooling and heating system, the conventional method is to multiply the total building loads calculated by the load intensity index method with a simultaneous factor, it cannot show the fluctuation characteristics of the load or calculate the energy consumption of the cooling and heating system. In this paper, a software that can calculate the load and the energy consumption dynamically has been developed, it is based on the dynamic load database and the system models of district cooling and heating.Load influence factors of city buildings have been analyzed and city building models have been built.The dynamic loads of these building models have been got by simulation. Using database technology to make the conceptual and logical design of the dynamic load database, a dynamic load database has been established in the SQL Server database management system.The district cooling and heating systems have been classified. The pipe network characteristics, control strategies and equipments in these systems have been analyzed. All the system models of district cooling and heating have been built in TRNSYS and TRNSED applications of all the system models have developed using TRNEdit.A software of dynamic load analysis and energy consumption simulation have been developed using Delphi. It can connect the dynamic load database and call the TRNSED application which can simulate the system operating energy consumption. There has been an example to illustrate how to use the software to simulate energy consumption.
