Area within the Second Ring Road of Changchun is the core region of a citystructure and the most important part of the city function. It reflects the level of acity's social and economic development,undertake the responsibility to operate acity's economy. It can be used as a symbol of prosperity in a region. But, becouse ofits characteristic, it attracts a lot of car flows and people. It has been become the re-gion which is easy to produce traffic jam.So it is necessary to improve the traffic ofthe Second Ring Road of Changchun.Road intersections and road sections of the city linked up with each other consti-tute a road network,its ability to restrict access roads around the city,affecting thesmooth flow of road bottleneck. The traffic bottleneck is the weakest link in the re-gional transportation system, and is the traffic congestion-prone areas. Traffic bottle-necks impact and constraint the operating efficiency of the whole transport system, sothe improvement of the bottleneck capacity can effectively improve the overall healthof the transportation system.On the basis of the investigation of the traffic operations data,This paper takesthe bottlenecks as the research object and takes to alleviate the traffic bottleneck of theentire road network as the goal,begin from the study on traffic bottlenecks identifi-cation methods, takes suppressing the traffic bottlenecks produces in the network asthe target,probes into congestion bottleneck identification and leading decision. Theuse of service level to identify traffic bottlenecks, and then through the renovation andexpansion of the bottleneck sections and intersection to ease traffic congestion of traf-fic bottlenecks, so as to solve the traffic congestion of Second Ring Road of Chang-chun, even the entire road network of Changchun.Related to research, research methods and research findings,Papers provide atheoretical basis to solve the problem of traffic congestion, and has a very high prac-tical value in engineering.
