Urban traffic is the basic conditions for the operation of the city economy,but traffic congestion will bring many unfavorable factors.Such as air pollution,waste of resources,increased traffic accidents,waste of time and so on to the residents of life has brought many negative effects.Traffic congestion has become a common problem in China's cities,so how to solve the city congestion is an imminent task.In recent years,with Harbin to expand the city skeleton,the rapid expansion of urban scale,old city entertainment,office,business and other functions are more concentrated,and residential areas have a tendency to gather to the new city,so in the morning and evening peak passing vehicles soared.And Harbin Second Ring Road as the main channel connecting the new city and the old city,traffic congestion is particularly serious.Therefore,it is of great significance to solve the problem of traffic congestion in the Second Ring Road.Due to the wide range of second ring road in Harbin,this paper only selected a section of the Second Ring Road and its surrounding area as the research object.To determine the investigation plan,to investigate the main road condition in the study area and the percentage of people traveling in and out of the second ring road,and to analyze the data of the investigation.The main reason for the second ring road congestion is the regional traffic flow,the unreasonable design of the intersection of the road network and the low technological content of the intersection management technology by survey data analysis.Based on the analysis of the causes of the Second Ring Road.This paper puts forward an improved traffic impedance model from the source of congestion control,that is,the traffic volume of the road section is not more than its own flow,and the traffic parameters(optimal flow rate,saturation degree and service level)of the two-loop road network are calculated according to this model.Finally,according to the actual congestion of the second ring road in Harbin,the corresponding traffic control countermeasures are put forward.Firstly,the mathematical location model is established with the maximum amount of VMS induced information,and the model is solved.The location of VMS induction information board in the regional road network is obtained.Followed by the proposed arrangement of variable tidal lanes,one-way traffic organization,re-channelization of the intersection and other measures to improve.The VISSIM simulation model was used to evaluate the running quality(queuing length,delay and travel time)of the second ring road network before and after the improvement.
