Being a fledgling economic development mode, low-carbon economy, following the agricultural, industrial and informational revolution, emerges as a burgeoning revolutionary trend in the world economy patterns. Moreover, low-carbon economy features the transition from an industry-oriented culture to an ecology-oriented one, becoming the backbone mode in economic development and amelioration of people's living standard of the future society.Water, the source of life and a necessity for human habitat, is taken into account as an indispensable factor when people choose to settle down. With the development of urbanization, the construction of water environment and water landscape has become increasingly important in urban construction because it will not only beautify the appearance of a city and improve people's living conditions to a large degree, but also lay a solid foundation for promoting the sustainable development of the city's ecological environment and social economy. China is a densely populated country lacking in water, where water resources are unevenly distributed and inefficiently utilized. The shortage of water and the severe damage to natural water sources has hindered the water landscape from developing normally in our country, which, coupled with the limitations of the initial waterscape design and late bad maintenance, makes it difficult to achieve the sustainable development of water landscape.As one of the most attractive landscapes, waterscape has been widely applied to modern urban environment design. It has changed into an indispensable element of new residential areas. The waterscape quality has also become an important indicator of the grade of residential areas. But now waterscapes in residential areas haven't played their proper effect and functional role, because for one thing many community waterscapes are the artificial water body, for another there are many faults in design. Based on the social environment of low-carbon economy, waterscape design theories and methods in residential areas have been discussed in this study by collecting a large number of materials and data. At last, these measures confirmed entirely in the Scenic City of Dragon Residential Area in Tongcheng, Anhui.Only incorporating low-carbon theory into the water landscape design can its sustainable development be achieved. Nowadays as people come to concern more and more the whole environment of cities and the harmony between human beings and the environment, sustainable water landscape construction will definitely play a significant part in improving environmental quality as well as cultural taste. This findings have developed the design mentality for the designer, has provided the richer theory backing for the next community water scene plan design, has poured into the new vitality for the community water scene, also had pointed out a development direction for the next water scene plan design, simultaneously the determination of the suitable water body criterion also bring convenient for the maintenance management in later period.
