Congestion is an increasing problem in large and medium-sized cities of our country in recent years. Congestion occurred mainly during peak hours due to the large commuting travel demand at commuting hours. As a result, the key to alleviate congestion is the optimization of commuting mode structure. Transportation demand management (TDM) is considered to be the most effective means for alleviating congestion. It is of great significance to assess the impact of TDM measures on commuting mode structure.After reviewing of the pertinent literature, this paper makes an analysis of the factors influence commuting mode choice and the mechanism of TDM measures. This offers theoretical basis for establishing commuting mode choice model. A questionnaire survey was designed and conducted in Beijing to obtain commuters'information. A multinomial and nested logit model is developed on data collected by survey to describe the commuting mode choice behavior. Though both models have highly accuracy, the nested logit model is considered to be better in fitting the commuting mode choice behavior according to the test indexes. Direct and cross elasticity of the variables is calculated on the basis of the NL model estimation results. The effect of various TDM policies and pack of policies with different levels is quantized. The result indicates that increasing car cost is more effective than improving the service of public transport in reducing car use. By analyzing the impact of measures, this paper puts forward a series of proposals for the current condition of Beijing.
