| Social economic modernization, urbanization, and motorization make great progress to Beijing transportation. At the same time, many serious traffic congestion problems had been brought. Transportation demand management (TDM) is the most effective solutions to transport problems, such as congestion, traffic pollution, etc.It is the disequilibrium between transportation supply and demand that brings the problems. The traditional solutions are mostly increasing the supply, and are passive means. On the contrary, TDM measures are positive, emphasize especially on inducting, adjusting and managing traffic demand, and decrease the traffic load. As a result, traffic congestion will be relaxed efficiently. This paper summarizes TDM development, successful and unsuccessful experiences, and the basic theories in China and abroad. As a result, implementing TDM measures is likely to be opposed by public and bring some negative effects to economy and social equity.On the base of analyzing traffic situation and development trend in Beijing, the author believes that TDM policy should be researched, constituted, and implemented. Beijing city's TDM policy assessment system is constituted and includes benefit and cost evaluation, equity evaluation, acceptability evaluation, and feasibility evaluation. The result of SP survey about TDM policy is analyzed and the applicability of every measure is concluded. This paper puts forward TDM policy's scheme in the near and far future by using two-stage optimization model and general assessment method.The author focuses on designing several schemes by combining different implement power among the near future's TDM measures, evaluating every scheme's network service of level effect by using traffic planning software, and in the end the optimal scheme is advised by utilizing multilevel fuzzy assessment model. |
