Safety is the eternal life blood of civil aviation. With further understanding to system-safety and safety-culture, ICAO (International Civil Aviation Organization) has made the schedule to promote SMS (Safety Management System) worldwide. The key of maintaining system safe and reliable is how to achieve system-corporation among human, facility, machine, and environment in ATM in an effective way.Comparing the current condition of ATM industry in China with the development of SMS in some developed countries, the author tries to bring forward a basic configuration of Safety Management System (SMS) construction in China, as well as build a safety assessment system which is suitable for SMS. Meanwhile, the thesis takes Air Traffic Management Sub-bureau of Z Province for an example, clarifies the main points to construct SMS for further safety, and makes research on ways to assess SMS.With the comparison, empirical analysis and case study method, the thesis is researched as follows. First of all, it generalizes SMS in developed countries or organizations, like Canada, FAA and Australia. Secondly, according to ICAO regulations and standards of safety management system, SMS for air traffic control is studied with the consideration of the advanced safety management theory and the safety situation of China's civil aviation from 2009-2011 with sufficient examples and statistics, which is constituted from five aspects of data base, organization, risk management, reporting system and culture, with the emphasis on the safety assessment strategy. Finally, it takes Air Traffic Management Sub-bureau of Z Province for an example to suggest an index system for the assessment of SMS.
