Study On The Synthetical Analysis Of The Factors That Affect The Safety Of Air Traffic Control And Early-warning

With acceleration of the globalization of the economy, aviation transportation has theadvantage of safety, quickness and high efficiency, plays a more and more important role inthe society. As an important part of the civil aviation transportation system, air trafficmanagement system is responsible for preventing the collision between the aircraft andbarrier on the ground and prompting the air traffic flow. Since the generation of the civilaviation, due to the weakness of the air traffic management system, some un-safety affairseven accident have been conduced, and how to reduce and avoid the un-safety affairs hasbecome an important topic of airmen. Analyzing the factors that have impact on the safety ofair traffic management system, synthesis evaluating the safety situation of the air trafficmanagement system, and developing early-warning management will have importantmeaning on the safety of civil aviation operation and promote the better and fasterdevelopment of the civil aviation.Based on the factors that affect the safety of air traffic management system, establishingthe index evaluating system to assess the system by the method of Fuzzy Synthetic Evaluationmodel, also utilizing the research fruits of early-warning management theory to have anearly-warning on the safety situation of the air traffic management system, which will beconsidered as the academic reference and technical support of the air traffic managementsystem operation. The topic and the research background of the paper is based on thecurrent research situation in and out of China, demonstrating the academic basis,purpose,meaning and method. Taking an air traffic management bureau as an example toevaluate the safety status by Fuzzy Synthetic Evaluation model, we can get the result of theevaluation of current safety status. Then by the Gray Prediction Model, the development trendof the system safety status, this paper established the earning-warning signal diagram, and putforward the corresponding control measures and foreground.
