Yangtze River Water Search And Rescue Capability Study Based On The Set Pair Comprehensive Evaluation Model

After the construction of the "eleventh five-year plan" period, the emergency SAR capability in water of our country as a whole got a promotion, but compared with the requirements of the present situation there are still quite a few problems. At present the central government and department issued a series of policy support, which puts forward the new requirements for the Yangtze river water SAR capability. By the Yangtze river water SAR capability as the research object, This paper is aiming to establish the evaluation model of the Yangtze river water SAR capability, to provide decision support for improving and consummating the Yangtze river water emergency SAR system.According to the emergency SAR system operation process of the water emergencies, through three ways of theoretical analysis, water SAR emergency pre-arranged planning analysis and water SAR case study to identify and sum up the influence factors of the Yangtze river water SAR capability, which include three aspects of organization system factors, emergency support factors, emergency response and disposal factors. To process index screening by experts questionnaire survey of pre-selected set of the Yangtze river water SAR capability evaluation index, statistical analysis of survey results, the evaluation index system of the Yangtze river water SAR capability has been proposed, including organization system, emergency support, emergency response and disposal3first-degree indicators; water SAR lead agency, water SAR command organization, water SAR expert group, water SAR regulations pre-arranged planning, management of sources of danger/hazardous areas, communications support, emergency equipment, professional SAR forces, social SAR forces, publicity/training and exercises, submission of emergency information, initiation of water emergency pre-arranged planning, emergency response and emergency disposal, a total of14second-degree indicators; standardability of the emergency response procedures, emergency response speed of the water SAR forces, the capability of site to direct and the completeness of water SAR programs, a total of4third-degree indicators.According to set pair analysis method, and the evaluation of Yangtze river water SAR capability involves many uncertainties, the set pair analysis method is used to express and characterize the Yangtze River Water SAR system, the evaluation model of the Yangtze river water SAR capability is established. The concept of degree of adaptability is introduced to set up the degree of adaptability rating of the Yangtze river water SAR capability evaluation indicator, then ascertain the degree of adaptability rating according to the actual situation of the Yangtze River Water SAR capability, namely the set pair comprehensive evaluation of the Yangtze river water SAR capability is complete.Taking Wuhu Maritime Safety Administration (Wuhu MSA) as an example, use the established evaluation model of the Yangtze river water SAR capability to calculate Wuhu MSA water SAR capability's correlate, the main value of correlate is0.2123, which corresponding Wuhu MSA water SAR capability is slightly above the medium level, this evaluation result is basically accordance with the experts qualitative assessment conclusions to Wuhu MSA water SAR after several accidents, to a certain extent, which explain the set pair comprehensive evaluation model of the Yangtze river water SAR capability is valid.
