Predicament And Countermeasure Research On Regulation Of “Three-nothing” Vessels In Taizhou Gaogang Section Of The Yangtze River

In recent years,with the deepening implementation of the national strategy of the Yangtze River Economic Zone,based on its own geographical advantages,Taizhou grasped the important strategic opportunity period and accelerated the construction of “port city”.As the core port area of Taizhou Port,with the help of golden waterway construction,shipping industry recovery and other good external development environment,Gaogang Port's large-scale,professional and scale level has been constantly upgraded.At the same time,the long-standing “three-nothing” vessels in the Gaogang section of the Yangtze River,due to historical and market reasons,have become a "persistent disease" that restricts the economic development of the harbor,affects the external image of the harbor and threatens the safety of water traffic.It is imperative to strengthen the regulation of “three-nothing” vessels.To this end,the local maritime authorities have never relaxed the supervision of the “three-nothing” vessels,and have taken a series of rectification measures such as joint law enforcement,special operations,etc.Combating the “three-nothing” vessels has become a long-term and arduous battle.On the basis of analyzing the results of practice and combing the research achievements of predecessors,this paper supported by public management theory,start with defining the concept of “three-nothing” vessels,and advances the status quo of “three-nothing” vessels in Gaogang section of the Yangtze River by means of literature research,comparative analysis,questionnaire survey,grass-roots investigation and in-depth interviews.Discuss and analyze the root of its existence,study the difficulties and causes in the process of rectification,and refer to relevant research at home and abroad,other regions and other industry governance experience to propose countermeasures to solve the problem.The research results of this paper can complement the relevant research in theory and practice,and to a certain extent,provide a reference for the future crackdown on illegal ships and illegal acts including “three-nothing” vessels.
