Network planning is an important part of the power system planning, The task is a reasonable choice of the expansion line on the basis of the existing grid structure to meet the safe operation and optimal of power systems according to the power supply and load growth in the planning period. For meeting the social and economic development needs of the overall planning of the Fuzhou region with the rapid economic growth in Fuzhou, carried out220kV transmission grid planning studies in Fuzhou City has a very important practical significance.First, analyzing its existing problems, according to surveys in Fuzhou220kV grid status quo include each substation location and approximate the scope of supply, transmission and distribution equipment carrying load,operating years,capacity structure, power flow and so on.Secondly, according to the load status and economic development in Fuzhou City, its future load can be forecastd. the improved gray model which proposing residual modification and dimensional information processing in basic gray model is used to predict the load in Fuzhou and verify the accuracy of load forecasting, also the elastic coefficient method and time series method is useed predict the load in Fuzhou.Compare. A variety of load forecasting program to obtain the optimum program, according to the recommended load forecasting program. We can have the balance of the substation capacity and load and then carry on the substation planning.Again, in the conditions of load growth and transformer substation distribution, a network planning model is established.The hybrid genetic-simulated annealing algorithm is proposed by analyzing the advantages and disadvantages of genetic algorithm and simulated annealing algorithm in intelligent algorithm. Its superiority and feasibility can be validated by using the three algorithms in the standard example. The hybrid genetic-simulated annealing algorithm is used in220kV transmission network planning in Fuzhou. A variety of transmission gridplanning program can be drawed depending on different programming model.Finally, in view of the ill-formed evaluation used for the current planning scheme on the grid, the network planning comprehensive evaluation index system is builded from the economy, reliability, social and environmental impact and so on.The optimal network planning program is alculated by the use of fuzzy hierarchy evaluation on a variety of network planning programs. Throught the comparative analysis of planning network and the current grid structure, the planning scheme realize the upgrading and planning of current power grids.
