With the deepening reform of the electricity market, the electricity market auction mechanism as the core issue of market-oriented reform has been the study focus of many experts and scholars. Especially after the occurrence of power crisis caused by the failures of market-oriented reform, the traditional auction mechanisms have exposed their weaknesses that they can not regulate the electricity price effectively, Resulting in artificially high electricity price, costs of power companies continue to increase, it seriously affects the security and stability of power system and is not conducive to the optimal allocation of resources to the electric power industry. So it is necessary to study the incentive bidding mechanism in the power market environment, and take the transmission congestion management on this basis.In the design of electricity market incentive bidding mechanism, the bidding model is the base of the whole mechanism design. Existing studies always treat it as the most special and simple model of the linear function, but in practice, quadratic function of the model is closer to the unit cost of electricity production. In this paper, on the basis, a kind of incentive-compatible electricity market bidding mechanism is designed by the introduction of the price risk factor of power generation side and considering the slope and intercept of the curve as an overall strategy. The simulation analysis of IEEE14node network confirms the good characteristics of the mechanism:when power suppliers report their true parameters, they get maximize profits, which can effectively inhibit the strategy of bidding behavior of power suppliers to facilitate their reporting the true cost of power generation, and reduce the market force of the generation side. Finally, through the optimal power flow module of the ETAP software platform, consider the influence of physical constraints on the bidding mechanism, and conduct the transmission congestion management, after eliminating the congestion, according to generator output adjustment, can get the information compensation change of power suppliers and carries on the contrast analysis, the results show that:In the elimination of flow constraints but also effectively reduces the large power generation market share, which is conducive to eliminate and reduce power market monopoly, conducive to fair competition, and confirm to the original intention and purpose of the power market reform.
